Sir Herbert William Emerson, former governor of the Punjab in India, was nominated by the League of Nations Committee on Refugees today as High Commissioner for Refugees, to take office on Jan. I in the office which will combine the present high Commission for German Refugees and the Nansen Office.
The nomination is certain to be approved by the Assembly since there is no other candidate. Sir Herbert, who is 57 years old, has served the greater part of his career in the Indian Civil Service. Charles Uhlman, A League official, is being mentioned as candidate for assistant High Commissioner.
The Committee on Refugees confirmed the Council’s recommendation to merge the present Refugee High Commission, headed by Sir Neill Malcolm, and the Nansen Office, which, under the direction of judge Michael Hansson of Norway, aids “stateless” refugees.
A compromise was reached on the question of whether the new high Commission will deal with financial affairs. The commission decided that the office will operate with the funds of the Nansen office, as well as government funds possibly to be granted for refugee work, all these funds to be used for all refugees, not only the Russians.
