The master of an Israeli freighter reported to the coast guard station here today that his vessel was tracked by a Soviet warship for several hours in the eastern Mediterranean. He said that he tried to make contact with the Russian vessel but received no reply. The warship steamed away when the Israeli captain radioed Haifa for instructions. The incident was the first instance of a Soviet naval craft tracking an Israeli ship.
