Sources here confirmed Sunday that the Israel government received a message from the Soviet Union with respect to Israeli participation in President Reagan’s Strategic Defense Initiative, the controversial “Star Wars” program. The sources said the message did not constitute a warning. The Soviet news agency Tass reported earlier that the note cautioned Israel against cooperating in the program and Israel’s participation could harm prospects for a Middle East settlement. The message was delivered here through the Foreign Ministry of Finland which handles Israeli interests in the USSR.
