A call for a joint declaration by the United States and the Soviet Union guaranteeing the boundaries of all Middle Eastern countries was voiced here today by Dr. Max Nussbaum, president of the Zionist Organization of America, the ruling body of the ZOA between annual conventions.

Dr. Nussbaum also urged that the agenda of the negotiations now being conducted between President Kennedy and Premier Khrushchev relating to Cuba be extended to include Israel and peace in the entire Middle East.

The ZOA leader assailed some of the statements made in the report submitted to the United Nations by Dr. John H. Davis, Commissioner General of the United Nations. Relief and Works Agency. He charged that these statements are “tainted with political partisanship exceeding the authority of Dr. Davis’ assignment.” He also asserted that Dr. Davis’ statements are “contradictory to the program submitted some three years ago by the late Dag Hammarskjold favoring the integration of the Arab refugees within a general economic development in the Middle East.”

The Zionist leader voiced the “fervent hope that the U.S. Administration, under President Kennedy, in keeping with his pledge at the annual ZOA Convention in August 1960 in New York and his subsequent assurances of concern for Israel’s security will, in President Kennedy’s own words, ‘Press for the settlement of the Arab-Israel dispute peacefully through direct negotiations, even as the United States stands for the same approach for all issues of international conflict.”
