The Soviet conference called to appoint an all-Jewish local government for Biro-Bidjan opened today in the city of Biro-Bidjan.
When appointed by the conferees, the new officials will comprise the first all-Jewish government of the Jewish autonomous region, which is situated in the far eastern part of Soviet Russia, bordering on Manchukuo.
The opening session was attended by delegations from central government institutions at Moscow, Leningrad, Minsk, Kiev and Kharkov and representatives of the Soviet governments of Central Russia, Ukraine and White Russia.
President Kalinin, in his own name and as president of the U. S. S. R, telegraphed a special message of greeting to the parley. Greetings were also received from the members of the Soviet cabinet, from the all-Soviet Academy of Science and from leaders in all walks of Soviet life.
Delegations from New York and Paris were also present at the opening ceremonies. The conference was scheduled to convene December 11, but a desire to elaborate the program caused a postponement. It is expected to continue for several days.
