The Soviet trading company which some time ago approached Israel with an offer to sell its crude oil for distillation and refinement at the Haifa refineries has promised to ship samples of the oil to Israel, it was learned here today. The Israelis were noncommittal in accepting the first Soviet offer, asking for samples of the oil to determine whether it was suitable for processing by the local plants.
