Phillips Talbot, U.S. Assistant Secretary of State for Near Eastern and African Affairs, arrived here today for two days of talks with Israeli Government leaders, including Premier Levi Eshkol and Mrs. Golda Meir, Israel’s Foreign Minister. The talks will start tomorrow. The American diplomat was the honored guest tonight at a reception tendered by Walworth Barbour, the United States Ambassador to Israel.
