Officials of the National Petroleum Council disclosed that Rodger Davies, Senior Assistant Deputy Secretary of State for Near Eastern Affairs, denounced Israeli reprisal policies at a meeting of the council that was held yesterday. The disclosure came today when rumors had spread that the State Department official had put the main burden of responsibility on Israel for the continuing belligerency. He was quoted as stating that the pursuit of peace was made more difficult by the Israeli policy of retaliating on a “7 to 1” basis.
