Stephen Dorsey, Deputy Director of the State Department Office of Near Eastern Affairs, today began a series of secret talks with high level officials of the Israel Foreign Ministry. Mr. Dorsey, aide to Assistant Secretary of State Henry Byroade, arrived here yesterday after a tour of the Arab States.
