The Mandates Commission of the League of Nations stated the difficulties in Palestine are due to the dual nature of the mandate which forces the High Commissioner to please both Arab and Jewish factions. The Commission stated that it had no doubt but that the impartiality of Sir Herbert Samuel would solve all difficulties.
