The American Jewish Congress has called on the International Federation of Air Line Pilots Association (IFALPA) to abandon plans for a worldwide strike and launch in stead a “selective stoppage” against countries that give haven to hijackers. In a letter to Capt. Ola Forsberg, IFALPA president, the Congress stated that “the whole point of withholding services is lost if it is indiscriminate and world wide in scope, and if it is maintained for only a brief period.” What is needed, the letter added, “is a publicly proclaimed, rigorously enforced, industry wide policy to refuse to fly to any country” that refuses to cooperate in the prosecution and punishment of hijackers. “Anything less than this serves to punish innocent states along with those who are culpable, and offers no incentive for governments to comply.”
