The budget passed by the U.S. Congress is blind to those in need, the Reform movement said. The budget reconciliation act, with $40 billion in cuts, sought to amend earlier budgets in the wake of the hurricane season and the continued U.S. presence in Iraq. It passed in the Senate on Wednesday when Vice President Dick Cheney cast a tie-breaking vote.
