The European Union admitted that its talks with Iran on its nuclear program have failed. In a statement adopted Tuesday, E.U. foreign ministers said they had “no choice” but to refer the matter to the U.N. Security Council. The ministers expressed concern that Iran has not halted its uranium enrichment efforts, considered a precursor for building a nuclear bomb, and again called on Iran to accept a diplomatic solution to the issue.
