The European Union wants Libya to join a future free-trade partnership of European and Mediterranean countries that includes Israel. European Commission President Romano Prodi said Tuesday that he wants Libya “as soon as possible” to join the Barcelona process, which links European, North African and Middle Eastern countries in an association aimed at creating a free-trade zone by 2014.
