The head of Israel’s Shin Bet security service recently canceled a trip to Belgium out of concern that Belgian authorities might try to arrest him for his involvement in Israel’s anti-terrorism campaign. Defense officials confirmed Tuesday a report on Israel’s Channel 10 that Avi Dichter had canceled plans to deliver a lecture on international terrorism at a conference because he might be arrested under a Belgian law allowing war crimes proceedings, even if they did not occur in Belgium.
