The Inner Cabinet rejected Peres’ bid for the international Mideast peace conference while it became clear Peres’ Labor party didn’t have the votes to dissolve the Knesset and call new elections. Peres soon after visited the U.S. to make his confab case, where he had an unscheduled meeting with another Soviet official, Amb. Yuri Dubinin.
