The Palestinian Authority’s prime minister-designate said he would not travel abroad to discuss peace until Israel allows Yasser Arafat to travel freely again. Mahmoud Abbas’ comments are seen as an attempt to raise his standing in Palestinian eyes. Israel has said that Arafat, the P.A. president, is free to travel, but that it will not guarantee that he will be allowed to return to the Palestinian territories.
