The Palestinian failure to stop terrorist attacks against Israel has stymied peace efforts, a top U.S. envoy said. In rare remarks, John Wolf said he had persuaded Israel to allow the Palestinians some time to crack down on terrorists after an Aug. 19 suicide bombing on a Jerusalem bus that killed more than 20 Israelis.
