Galina and Valery Panov, who gave up stardom with Leningrad’s world famous Kirov Ballet to wage and win a 2-year struggle to emigrate from the Soviet Union to Israel, were due to arrive in New York late this afternoon. They were to be met at Kennedy Airport by Russian Jewish immigrant youngsters bearing roses, and a delegation of leaders of the United Jewish Appeal, the Federation of Jewish Philanthropies and the National Conference on Soviet Jewry, including former Congressman Herbert Tenzer representing the New York Jewish community. The Panovs, who will be touring U.S. cities in various concerts, will make their first public appearance as guests Nov. 25 at the inauguration of New York’s first UJA-Federation Joint Campaign. They will be hosted at City Hall Nov. 26.
