The Senate last week adopted without dissent a resolution offered jointly by the leaders of the Republican and Democratic parties urging President Nixon to consider suspending US aid to foreign countries which provide sanctuary to terrorists. Sen. Hugh Scott of Pa., the Republican minority leader, presented the resolution on behalf of himself and Sen. Mike Mansfield of Montana, the Democratic majority leader. Scott told the Senate that “it is not a partisan question. We must continue to express our deep concern at the increase of terrorist violence and to ensure that every effort is made to combat the use of terror by those who would undermine world order.”
