The U.S. House of Representative postponed until next week a vote on a State Department authorization bill that includes four provisions aimed at strengthening Israel’s claims to Jerusalem and banning direct U.S. aid to the Palestinian Authority. Even if it survives stiff opposition in the Senate, President Clinton has vowed to veto the measure because of unrelated abortion language. Clinton administration officials have claimed that the bill’s Jerusalem provisions — which include a requirement that all U.S. government documents refer to Jerusalem as Israel’s capital — are unconstitutional.
