The U.S. position on a suggestion by Soviet Foreign Minister Andrei Gromyko that the Geneva conference be resumed without “Palestinian” participation and that this question be postponed until after the talks begin will be held in abeyance until after Secretary of State Cyrus Vance returns from Moscow, a State Department spokesman said Wednesday. Gromyko’s idea was reportedly passed on to Vance.
