The U.S. State Department says it cannot judge whether senior Palestinian Authority officials are involved in terrorism. The annual Patterns of Global Terrorism report says “street-level membership of Fatah,” Palestinian Authority President Yasser Arafat’s political party, have participated in terrorist attacks, but the report makes no mention of senior Palestinian leaders.
