The Union of Councils for Jews in the Former Soviet Union launched a campaign to get local authorities to arrest neo-Nazis whom the watchdog group says are terrorizing Jews in the Siberian city of Tyumen. The group said skinheads there have smashed the windows of a synagogue under construction seven times, most recently on Sept. 29.
