The United Nations doubled its appeal to governments for Palestinian aid. If governments respond, the total package would give the Palestinian $384 million. The U.N., which called the outlook in Palestinian areas “extremely bleak,” said Palestinian revenues have dropped 75 percent since Hamas took power in March.
