The Turkish and Yugoslav delegations to the United Nations have not yet decided whether to vote for the three-power resolution calling on Egypt to raise its blockade of the Suez Canal against Israel-bound shipping which is scheduled to be submitted to the U.N. Security Council Thursday, informed sources here reported tonight.

Both delegations have been meeting frequently with the Egyptians as well as with the United States, British and French delegates, sponsors of the resolution. The Turks and Yugoslavs seek modification of the resolution to have the Council “invite” the Egyptians to lift the restrictions instead of “calling upon” them to do so. Thus far the sponsors of the resolution have been firm in rejecting the proposed softening.

It was learned today that the Egyptian delegate, Mahmoud Fawji, has told the Turks and Yugoslavs that public opinion in Egypt is so strong on the subject that the Government could not take any action to lift the blockade. An American source expressed the belief that the tri-power resolution would be adopted by the Council, but expressed doubts that Egypt would heed its terms.
