Twelve police officers from San Francisco and nearly 200 of their Russian colleagues met last week in the Russian city of Ryazan for a seminar on fighting hate crimes. The three-day seminar was part of a long-term project sponsored by the U.S. State Department and the Bay Area Foundation for Jewish Rescue and Renewal.
