The Commission on Human Rights will begin its tenth session tomorrow with the hope of completing its two covenants on human rights–one on civil and political rights, the other on economic, social and cultural rights. The 18-member commission will take up before it adjourns in mid-April the report of the Subcommission on Prevention of Discrimination and Protection of Minorities, and the development of human rights and freedoms throughout the world
