U.N. Commission on Human Rights Opens Its Session; Starts Drawing Up International Pact

The sixth session of the United Nations Commission on Human Rights opened here today under the chairmanship of Mrs. Eleanor Roosevelt. Soviet delegate Semyon K. Tsarapkin walked out in protest at the presence of the Chinese Nationalist representative.

At its initial meeting, the Commission voted unanimously to proceed at once to the drawing up of an international covenant on human rights whose binding legal obligation on the signatory states would supplement the universal Declaration of Human Rights already adopted by the U.N. General Assembly.

In addition to preparing the covnant, the Commission is faced at this session with the difficult task of creating the machinery for implemantation of the instrument. Replies to a U.N. questionnaire have revealed a wide variation in government views on this subject.
