U.N. Secretary-General Kofi Annan reportedly is promoting a new plan for peace between Israel, Syria and Lebanon. Israel’s daily Ma’ariv reported the plan Monday, saying it would require all three parties — as well as Syria’s Lebanese proxy militia, Hezbollah — to halt violence and abide by an international monitoring committee.
