U. N. Secretary-General Kofi Annan said he does not have a plan to facilitate an Israeli withdrawal from southern Lebanon. His remarks followed an Israeli media report that he was planning to bring a five-point plan for an Israeli withdrawal in exchange for security guarantees from the Lebanese government.
