U.S. and German negotiators failed to reach a deal on legal issues surrounding a German fund to pay some $5 billion to Nazi-era slave laborers. The failure prompted the lead U.S. negotiator, Deputy Treasury Secretary Stuart Eizenstat, to predict that payments from the fund would not begin until next year.
