U.S. envoys held talks with Yasser Arafat in the West Bank city of Ramallah. Arafat was expected to try to mitigate the diplomatic damage wrought by Palestinian shooting attacks a day earlier that killed three Israelis. Before meeting Wednesday with the Palestinian leader, former Marine Corps Gen. Anthony Zinni and Assistant Secretary of State William Burns toured friction points in the West Bank.
