U.S. Middle East envoy Dennis Ross admitted that he has failed to end a month- long deadlock in Israeli-Palestinian negotiations. “I am going back to Washington to consult with the president,” Ross said after a week of shuttling between Israeli Prime Minister Ehud Barak and Palestinian Authority President Yasser Arafat.
