A ruling which may affect the restitution of Jewish property in Germany was issued here today by the United States Court for Restitution Appeals.
The court ruled that the Laender–the federal states in Germany–are not legal successors of the former German Reich. However, property held by the former Nazi Laender which the federal states have acquired should be used for settlement of debts incurred by the former Laender, the court held.
