U.S. Secretary of State Colin Powell endorsed a proposal by Palestinian Authority President Yasser Arafat for outside monitors to supervise a fragile Israeli-Palestinian cease-fire. A State Department official later clarified that Powell did not envision an international monitoring team, adding that any monitors would first have to be approved by both sides.
