U.S. Secretary of State Colin Powell said he will not introduce a new U.S. plan for Israeli- Palestinian peace. A day before he was to make what has been billed as a major Middle East policy speech, Powell said Sunday that Israel and the Palestinians should stick to the terms of an existing cease-fire plan put forward earlier this year by the U.S.-led Mitchell Committee. “We have a plan. It’s a solid plan. It’s called the Mitchell Committee report,” Powell told “Fox News Sunday.”
