An underground campaign has been started on the West Bank to persuade the Arab residents to refrain from paying taxes to the Israeli authorities. So far, the campaign has apparently had little effect. Leaflets urging the Arabs to observe a tax strike were being circulated clandestinely in some of the West Bank towns.
