The United Nations Educational, Scientific and Cultural Organization has been called upon to “recommend to its members to use all means at their disposal, within the framework of the Universal Declaration of Human Rights, to oppose the spreading by press, films or radio, of hatred among peoples, races and religions.”

This resolution, which was today adopted by UNESCO’s Program and Budget Committee, by 22-8, was originally moved by Yugoslavia, and slightly modified by France. Some members objected to the proposal on the ground that it might impair the liberty of the press. The American delegate, George Stoddard, pointed out that the press in the United States had the legal right of criticism, even of unfair and malicious criticism.
