United Nations Relief Parley Will Not Discuss Immediate Aid

President Roosevelt made clear in a speech today that he does not expect the meeting of the United Nations Relief and Rehabilitation Administration, which begins tomorrow at Atlantic city, to take up immediate relief for German occupied Europe. He quoted from the preamble of the UNRRA agreement, signed spokesman for the 44 nations, which precludes action in enemy-controlled territory.
