The Vermont State Legislature has rejected proposals made by Governor Emerson in his inaugural address for establishment of a three-man commission to investigate whether racial discrimination existed in Vermont and to recommend legislation to prevent it.
A resolution based on the Governor’s request was introduced in the House which first adopted committee amendments eliminating the word “racial” in connection with discrimination, and then killed the measure. The House killed the measure after members said that if discrimination existed, it was of such small and negligible proportion that legislative action would only serve to magnify it. Other members claimed that passage of the measure would lead to abuse.
