The West German Interior Ministry would neither confirm nor deny today a top Secret report to the Bonn government by the head of the German Security Services, Guenther Nollau, in Cologne that “Black September” is planning new terrorist attacks against Western airlines with the possible use of rockets.
The report, quoted in “Die Welt” yesterday, said that two Palestinian extremist organizations banned after the Munich Olympic assassinations the General Unions of Palestinian Students and Workers–have re-formed in East Germany to continue their underground activities. The report alleged that terrorists had planned attacks on civil airliners.
