Weapons of mass destruction continue to be transferred from Russia and China to such countries as Iran and Syria, the CIA warned. In a report to Congress, the CIA said that despite restrictions imposed by the Russian and Chinese governments, quasi-governmental entities are exporting biological, chemical and nuclear weapons technology.
