The City Council of Winnipeg, by a vote of 11 to five, has approved in principle an amendment to the city’s by-laws providing that any license issued by the city may be revoked if the licensee practices discrimination because of race, creed or color.

The council instructed the city solicitor to prepare the draft amendment for council consideration. The amendment would exclude organizations “of fraternal, religious or educational nature doing business only with their members or associates.”
