Yasser Arafat and Shimon Peres welcomed a model peace agreement drawn up by negotiators who are now out of power. The Palestinian Authority president said he would not undermine any effort to get negotiations going, and Peres, Israel’s opposition leader, said the absence of the Palestinian demand for a “right of return” for refugees makes the document a basis for negotiations.
