Yasser Arafat authorized payment to a Palestinian militia leader who led several lethal terror attacks against Israelis. Israeli officials said that searches of Palestinian Authority offices during recent anti-terror operations turned up a document signed by Arafat approving payment to Atef Abayat, a leading terrorist in the Al- Aksa Brigades of the Palestinian Authority president’s Fatah movement.
