Indoor religious gatherings are currently limited to 25 percent capacity under phase 2 of New York state’s reopening under the coronavirus, while retail stores and industry are limited to 50 percent capacity.
It accuses Gov. Andrew Cuomo of violating the plaintiffs’ rights to free exercise of religion, freedom of speech, assembly and expressive association, and due process, under the First and Fourteenth Amendments to the U.S. Constitution.
