10 Year Consolidation Program with No Immigration Would Be Agency Plan is Forecast

With only four days intervening before the opening session of the Jewish Agency Commission which will take place at the country estate of Lord Mond, speculation among European Zionists as to the proposals which will be submitted and the action determined upon by the Commission, is reaching its height.

Various forecasts are being made, while no official information is available. According to one forecast, the keynote recommendation of the experts’ report will be a ten-year consolidation program. During these ten years no new Jewish immigration into Palestine is to take place, so that the Agency will be enabled to consolidate the work already started.

In Zionist quarters the hope is maintained that the Agency Commission will adopt a much broader program than this one.

Although none of the suggestions which are to be discussed are definitely crystallized into concrete proposals, it is stated that Herr Oscar Wassermann will advocate the adoption of a fixed budget for a ten-year period.

It is also stated that Lord Mond favors the acceptance by the representatives of the respective countries of the task of raising a definite amount towards the funds which will be needed. On the other hand, it is stated that the present session of the Agency Commission will be limited to a discussion of principles, leaving the details of the plan to succeeding conferences.

The test was scheduled for the beginning of May, but on the eve of the experiment it was found that the motor had been stolen. Loewy suffered a nervous breakdown at this disappointment after five years of labor over his invention. On his recovery a new motor was built under police protection.
