A secret ordinance issued by the command of the Army Aviation Corps prohibited the admission of Jewish applicants to the army aviation schools in Jugoslavia. The ordinance also ordered the dismissal of aviaters who married Jewish women.

The Federation of Croatian Jews called a public meeting of protest to demand the withdrawal of the anti-constitutional order.
