The report of the Palestine Inquiry Commission has not yet reached the stage of formulating recommendations to prevent a recurrence of the events of last Summer, it is understood here. An authority close to the Commission, however, suggests that it will urge a fresh interpretation of the Balfour Declaration and the granting to the people of Palestine of some sort of constitution on the lines already adopted in other mandated Arab territories.
